The Winterhaven Water and Development Company was designed and engineered by Tony Blanton and C. B. Richards in 1948. It was patterned after Shaker Heights near Cleveland. The neighborhood was first advertised in the Tucson Citizen August 26th 1949 with emphasis on paved streets, rolled curbs, streetlights, fire hydrants and parkway landscaping. Original homes sold for $9,000 to $16,000. The Winterhaven Festival of Lights began in 1949 and is reputed to be the oldest neighborhood-wide Christmas display in the country. The park-like landscaping, spacious California ranch houses, large Allepo pines, Golden Arbor Vitae, and well-designed flow of streets gives this neighborhood a cohesiveness and uniqueness among Tucson neighborhoods.
